Senior Supervising Engineer 09-0420

We are seeking a Senior Supervising Engineer to join the staff at our Wilmington, DE location. Senior Supervising Engineer provides leadership, direction and professional development to a staff of engineers and technical support personnel in the planning, developing, organizing, coordinating and executing of a variety of engineering and construction management project/activities in the area of gas service connections, gas facility relocations, gas facility upgrades and gas operation and maintenance. Performs liaison with other departments, consultants and contractors to establish or review overall plans, designs and objectives. Represents the Company on industry/external working groups, etc. Provides technical guidance, engineering/technical expertise and training to ensure professional development of staff. Maintains liaison with other company, governmental, utility and industry agencies. Provides expert testimony, as required. <BR>Performs leadership duties of a first-line and second-line supervisor to make optimum utilization of employees, equipment, and material. Coordinates work between organizational segments. Communicates Company policies and practices. Promotes two-way communications with employees and resolves employee concerns using appropriate Corporate resources, if necessary. Assigns work. Ensures appropriate training for subordinates is accomplished. Explains work procedures and solves work problems. Familiarizes employees with Company policies and procedures. Authorizes overtime. Controls quality, quantity and promptness of work performed as measured against accepted standards. Administers disciplinary measures. Recommends improvements and modifications in organization, complement, procedures, policies, standards, specifications, methods, processes, and equipment within area of supervision. Conducts and completes fair and accurate Performance Appraisals at regularly scheduled times to identify subordinate strengths and weaknesses and discuss career goals. Provides accurate, timely and constructive performance feedback in order to help others improve and succeed. Seeks opportunities to provide appropriate recognition. Conducts coaching in a positive and productive manner. Counsels employees concerning work problems and productivity. Prepares and monitors budget or provides budget information. Required: • Bachelor's degree in Engineering. • Extensive experience demonstrating skill leading and/or directing distribution engineering activities to include: o designing, constructing, operating and/or maintaining transmission and/or distribution systems; and, o interpreting and applying various engineering federal, state, and local regulatory guidelines (for example, Public Service Commission tariff, environmental regulations, state highway regulations). • Experience demonstrating skill supervising others to include monitoring performance, conducting performance appraisals, coaching, and counseling employees. • Experience demonstrating skill managing emergency response and customer restoration processes. • Experience demonstrating skill supervising and/or managing construction management processes such as safety, bidding, contract administration, inspection and/or billing. • Experience demonstrating skill in the use and interpretation of design sketches, construction drawings, as-built drawings, maps, records, and related systems. • Experience demonstrating skill building relationships with individuals internal and external to the organization (for example, serving as a liaison, working with government agencies, consultants, and/or contractors). • Experience demonstrating skill promoting and ensuring a safe work environment in compliance with Federal, state, local and company regulations (for example, OSHA). • Experience demonstrating skill monitoring and adhering to O&M and capital budgets. • Experience demonstrating skill using the basic functions of PC-based word processing, spreadsheet, database, presentation, and email software. • Ability and willingness to work under pressure, multi-task, and meet tight deadlines. • Ability and willingness to work in a variety of work environments including outdoors in all weather conditions, on or around energized electrical equipment, in confined spaces, underground and in noisy and dirty environments. • Ability and willingness to work extended hours, non-standard hours, on-call, and during emergency situations. • Ability and willingness to travel to various company locations and work sites. • Ability and willingness to wear and use safety equipment (for example, hard hat, safety glasses) as required by Federal, State, Local and PHI regulations. • Must participate in DOT Drug & Alcohol Compliance program. • Must complete the Gas Operator Compliance training program within 3 months of hire. • Must possess a valid driver's license. • Must successfully pass Criminal History Records Check. Preferred: • Master’s degree in Engineering or Business Management. • Possesses Professional Engineer's license in Delaware. • Knowledge of gas utility metering, billing, and the gas tariff. • Experience demonstrating skill performing gas distribution and/or gas transmission design work to include effectively incorporating and applying gas engineering principles, engineering standards, codes and regulations, construction practices and economic analyses. • Experience demonstrating skill providing leadership, direction and professional development to a staff of engineers and technical support personnel in the planning, developing, organizing, coordinating and executing of a variety of engineering projects/activities or environmental issues/programs. • Experience demonstrating skill administering and interpreting a union contract. • Experience demonstrating skill developing and/or implementing process improvements. • Experience demonstrating skill representing a company on industry/external issues (for example, providing expert testimony, participating on industry/organizational committees). • Experience demonstrating skill developing and delivering formal presentations to senior management. • Experience demonstrating skill negotiating and securing permits, licenses or agreements with regulatory agencies (i.e. Del DOT, Municipalities, PSC, DE DNREC, AMTRAK etc.). • Experience demonstrating skill using gas design and/or planning software (for example, WMIS, GRIDS, Microstation, Gas Facility System, Optimain, Advanctica, Synergee).
